Non Selection for Guest Faculty position even after serving 5 years

Dear sir. I have worked as Guest Faculty for 5 years in the Department of Social work, vijayanagara Sri Krishna devaraya University Ballari (PG Centre Nandihalli), every year University will call for the application, conduct interviews and give orders to selected candidates, But this year they didn't select me even after serving 5 year in their institution, the reason they are giving is i don't have pH.d but PhD is not mandatory as per the UGC rules, I have minimum eligibility as per ugc since I appoint for the first time. In the other departments there are many Non Phd candidates who got selected and they have minimum eligibility as same as me. Kindly guide me on where should I fight to get justice for this inhuman treatment by the University.
