Reg. Employment under compartmental horizontal reservation

If the state government has provided horizontal reservation to paramilitary forces and if the rule is silent in terms of ex paramilitary then will it be possible to proceed with legal remedies to request to appoint under paramilitary quota if I have fulfilled qualifying service of ten years and obtain NOC mentioning I may be relieved on selection or appointment under state government
