What can I do if my employer is not giving my salary?

I worked at XYZ company for a year with food and accommodation allowance. After a year, they increased your salary but removed those benefits. Seeking better opportunities, I found a new job offer but were asked for a 30-day notice period. As your new job's start date was closer, I couldn't join. Struggling to find affordable housing, you decided to quit XYZ. Talking to my manager, I were directed to HR. However, HR was on leave, so you messaged them your situation. They responded you can leave salary will given next month & documents will be E-mailed. I left for your hometown. The next day, HR said they can't pay due to not serving notice. I referred to their earlier approval, but they cited rules. They declined your offer to serve notice and denied payment for 16 days. I unsure about salary eligibility and seek advice on the matter.
