What can I do if the company does not reply after offering the job?

I have received a job offer from a company and I have accepted it. they have said joining will take place in next 3 quarter. And after accepting they have started basic training and all completed it lastly told that within 3 quarters onboarding will be completed. Many of us has waited for it more than 1 year but they have not onboarded us. Is there anyway to take legal action on this? to compensate my 1 year+ time waste which was crucial to my career.
