Does presence of both the parties is mandatory in marriage registration process ?

I have a marriage certificate from Mexico. Can I register it under the Special Marriage Act 1954 in Jharkhand state or not... and for this my wife will have to come to India or not?

The foreign marriage certificate has to be registered in India if atleast one of the parties to the marriage is an Indian citizen under the Foreign Marriage Act, 1969. The required documents have to be produced such as two passport size photos, no objection letter and valid visa for more than 30 days.
