Can I lodge a complaint against the builder for a breach of terms in a agreement?

Respected Sir/Mam , First of all I am the Landowner's Son and my deceased Father have given His 1 Katha Land to a Builder for the purpose of developing a G+2 Residential Building consisting of Total 5 Flats / Units including our Allocations. Can I initiate Legal Proceedings / Complaint with RERA , Assam , against the Builder who has Deliberately Breached /Violated multiple Vital Clauses of the Registered Deed of Agreement between my Deceased Father and the Builder concerned.
