How can I file a complaint against corruption?

Mandatory documents like Aadhaar cards and ration cards of 7 legal heirs of my grandfather without verification and witnesses. Because first tehsildar not forward my application and after I filed a grievance to the governor office of Jammu and Kashmir, he told me not to attend grievance meeting with LG of JK virtually held at DC office. He issued me a legal heir certificate under pressure of complaint and due to my one on one meeting with LG of JK. He issued a certificate day before the meeting at 7 pm, after i reached his tehsildar office because tehsildar PA call me to reach. This is the case of corruption. I want to file a complaint against tehsildar. Please Guide me how can I do this. I can also file a RTI to provide me the reason that on which ground tehsildar issue this legal heir certificate without any document. But please guide me there is any other way to file a complaint against tehsildar.
