How can I recover money from Indian friend If I live in abroad?

Hello, Actually I am in Russia studying MBBS, I had given 4 lakh rupees to a known friend over here for money exchange INR to RUB he had given me rubles worth 3 lakh 40 thousand but when I was asking him for rest of 60000 INR. he is not picking up call. I didn’t directly transfer money on his account I had transfer money to one of my friend and then he transfer 4 lakhs to his acc that’s the issue where I am not confident to file a case on him what should I do. I am from Maharashtra and he is from Delhi.
