How can I recover my laptop payment legally?

I sold my laptop on 16th sept., to this guy through olx. we met person to person and he checked the laptop thoroughly, accepted and paid partial amount in Phonepe and took the laptop by telling that he will get the money from his brother and will pay the balance. Later that night when i asked for the balance amount, he replied there is a problem in the laptop, i dont want the laptop and threatened me to refund his money. i thought he is fraud and trying to scam me, so i didnt respond to him. After 10 days, on 26th sept. he reported the above upi transaction as Wrong transfer. so now that amount is blocked in my bank account as lien amount. now the amount is blocked and also lost the laptop to that guy. how to remove lien and get back the amount ?
