How do I complain about a neighbor's water leakage?

I need to file a case against my neighbour for drainage problem. Is it possible to do that. Within their compound area, drainage water flows out. Because of the bad smell coming out from that, not able to eat and sleep in my home. It will cause the illness also. Multiple time I informed to them. They are not ready to clear it out. Any ideas please?
