How to deal with boyfriend who promised me to marry and have a physical relationship but now he refused to marry?

I have relationship with my bf last 5 years and we decided to marry.and my bf is 5 years younger than me. His age is 24 running and my age is 29 running.he said he will marry me and we are doing physical relationship also.but now he denay to marry me.we file complaint against him but at time of the complaint hi gave his statement he will marry me within 15 days in writing.but today is 7th day but we have not received any calls it communication from them
