Play area for kids in society

We have two separate small spaces in the apartment for kids to play. One is a sand area used for small kids and another next to it is a multiple use play area. Recently when elder 16+ years were playing football, the ball hit a small kid playing in sand area. The kid fell down but nothing which needed doctors attention. On parents complaint, committe has stopped other kids from playing football from 5:00-7:30 i the evening which is the prime time for kids to play. All suggestions to balance the decision to say allow elder kids to play football from 5-6 and small kids to play from 6-7:30 and beyond has been rejected. So basically the decision is one sided more questionable as none of the MC members have an elder kid. Can this kind of one sided rule be made by MC?
