What can I do if Broker is not returning my money?

I am a student me and my roommate both wanted to shift to a pg that is apartment. We shifted all the things of us and we paid all the money security + rent that is 16000 , 1000 is for brokerage later on we decided not to stay there because there is a issue we faced after shifting that is transportation, we are not able to book cabs so we changed our mind lets come back to old pg and within 24 hrs. we talked to broker he said okay we will refund accept brokerage and we agreed and next day morning we went there and he refund us only 7000 and said we will refund your half of money, later it's been 2 months he didn't refunded the money and he is not even picking our phone calls, We have proof like call recording Phone no. Where he stays and the college he is studying in and we have online payment proof can you please let us know how to deal with this.. Because we are students we don't know how to make him refund our money legally. Thank you !!
