What can I do if Sub registrar is not attending my marriage certificate request?

I have duly filled and signed all the documents relating to obtain marriage certificate, my marriage took place in gurudwara and have certificate of it, I have witness both side, one side invitations card, birth and Aadhar of husband as well as parents and Maharaj , but the registrar whose jurisdiction comes under is so uneducated that asking irrelevant documents such as past 6 years hall booking ticket, priest affidavit, and my husband not having invitation card she asking 50 Rs separately affidavit for priest and one missing card and hall ticket. I mean how can one ask such irrelevant things, all the documents are attested by executive magistrate from collector office 2 memorable with separate 100+100 special ticket on it. Still she is not taking my request, I thing I should complaint of her attitude.
