What can I do if the city built a public restroom next to my house which devalues my property?

Sir, I am a physically disabled person with two Kidney failure . weekly twice i have to go for dialysis. For me to reside in a hygienic place is a necessity to prevent any other medical complexity . Next to my house there is a vacant land which belongs to Muslim Jamath Committee. In that vacant land they are going to build a public toilet facility . I went to them and gave them a petition to stop this on humanitarian ground but they refused to listen my request saying that it is just a loss for you only (me) but many people will benefit from them . My financial levels are pathetic and i feel i was let down as a whole . Please help with legal advise where i have good chance to win against them .
