What legal action can be taken for not transferring the RC?

I bought a bike (from a first owner) from a local second hand dealership but more than a year has passed and the ownership of the bike has not been transferred to me. The bike is owned by a Tata finance and the owner has not paid his dues till now and now he has been provided a 15 days settlement period. What are the legal actions I can take for recovery or my money or transfer of ownership to me. Please help .
