Is marriage certificate issued by Gram Panchayat is valid?

My name is Priyanka Tadke and i'm from Pune Maharashtra. How to apply Dr. B.R. Ambedkar social integration scheme online and what to do if marriage certificate is under act 1998 from Gram panchayat. Is it necessary marriage certificate is from court only. What to do if groom's caste certificate is not available and he belongs to the SBC caste and i'm a Buddhist(SC) category. Our wedding was in temple not in court.
