Builder Not refunding Booking amount fully

I have paid a sum of Rs.10,40,433/ as booking amount i.e.10% on agreement value of Rs.98,16,305/,due to my ill health and change in job scenario I have been compelled to cancel my house dream and requested for refund after several request and running between pillar to post Builder agreed to pay Rs.569455/.But I insist for only 1Lakh as penal charges for cancellation since the builder is not going loose anything because of this fallout.Kindly advise me on whether I should approach KRERA for full refund .What will be the chance.Pl reply me back.Thanks
