Can a brother claim another brother's property?

My self from Navalgund. we are 3 siblings. My father puchased a house in the name of one of my brother. it was solely bought by my father and my borther was still studying at that time, he was not earning. Since it was bought in his name, can we also claim on that per the inherited property. This is something injustice to remaining two siblings. If big brother didnt agree to distribute the above property which is solely in his name, can my mother create will to distribute the her part to remaiing two excluding the big brother, just to compnsate and provide some sort of justice ? Please assit with the above legality. thanks
