Can I send legal notice to sub registrar office?

My mother expired without a will appx 2 months back. I am the son from first marriage & I have step brother from her 2nd marriage. The other children from 2nd marriage from father side are abroad and not part of property. The flat being left by mother was in her name jointly with my brother as stated above. I become share of 25% in that property. Besides there is one shop which was in my mother's name. The bank account she operated has been transferred by brother in his account, cunningly, as he was nominee in it. The bank lockers have been closed without we being informed. Though we are giving him maximum support but he has taken death certificate cunningly by lying to us. I want to send notice to sub registrar property office in Ghaziabad & a news paper public notice but don't want to initiate legal notice to brother at this point .Will this be good? What are remedies in case he tries to dispose of property as stated above in grey market or through frivolous means?
