Can my mother legally transfer all property to my sister?

My father has expired because of a heart attack and he didn’t prepare any property will. Now my mother believes she is the sole owner of all property and intends to transfer all property to my sister, disregarding me and my brother. Legally speaking, does she have the authority to transfer all the property to my sister or sell it without including me and my brother?

Ok, Thanks @lead India, In essence, it is meant to be distributed among all legal heirs as per the law. What if my sister move there in our house and take control of the house? Is it possible to pursue legal action if my mother and sister sell property without obtaining consent from me and my brother?
