Can we directly file a law suit in High court regarding property case?

My mother and her sister is about to file case for 25 acres family property against their brother. This property was bought from money given by great grandfather and earings from grandfather 40 years back. My mother's and aunts share have not been given, no settlement or any other sign was obtained. I would like to know since the property value is above 1 crore, whether we can file in high court directly instead of district court and also whether I need to pay 3% fee initially or just pay the minimum court fees at initial stage
