How to write a complaint against illegal construction?

Illegal parking constructed by landlord when landlord and builder have sold out all their flats and all available land area also registered against all purchased flats. Now, is there any right left of builder and landlord for claiming such illegal parking which is also not physically available. Pl help with legal aspects
