Is a notarized rent agreement valid?

I rented out my property to a family in September 2021 with 11 month rent agreement notary, first 7 month rent come properly but afterward not paid rent, I send a notice regarding vacant but no response from tenant side now it's dec 2023 almost 1.5 years rent pending and tenant said he not going vacant the property and neither pay the rent so my question is does that rent agreement is legal now and how much time does it take to vacant my property and can I recovered my pending rent.
