Is the power of attorney a legal document for selling property by NRI?

Do we need to register the GPA prepared in Australia by an NRI to his friend in India for sale of his specific property in India, if yes who will register , the second party is residing in Delhi as per address mentioned in GPA. I checked on site of revenue department the GPA is only applicable for blood relation , so how to handle this matter.
