Maintenance head asking to pay penalty

I was driving my car to go out, I stopped my car at the barricade on the exit gate but all of sudden my car touched the barrier. It makes it tilt my society's maintenance head, forcing me to pay its cost which is more than 5000/-. He told me to do pay it at any cost i told him i cannot afford this but he is daily sending guards to my flat for recovery of this amount or call me to maintenance department to pay the amount please help
