Society Hand over/separate Bank acc in ahousing society for phase II

A Scheme is built in 2 phase. Block A B C & D were built in phase I in ‘12, hav 10 floors pre RERA, had different approval. Later, builder built Block E F G & H with14 floor revised plan as phase II, approved under RERA in ‘19 & completed in ‘22 IN ‘23, Builder is giving handover, insisting single co. op. housing society for phase I and Phase II & h/o consolidated fund. but Phase II residents needs separate fund of their blocks as they have paid higher maintenance + solar roof tops, have houses per block builder is forcing for 2 leaders per block, irrespective of no. of flats in that block which is unfair representation for 14 storied blocks compared to 10 stored Q: How to protect interest of phase II resident Can we ask for separate bank account of phase II blocks? If yes, need separate co op housing society also? if separate co op housing society is required can it be done under non co-operation How to stop builder from transferring all fund to phase I member' co-op housing society
