Transfer of flat

In our society, one flat is in joint name of husband and wife. Husband died. They have two children. They are minor. His father and mother ( Her father in law and mother in law) is not living with 4th them. They are living in native place. They have not made any claim. Can we transfer the flat in wife name. What is the procedure. Which documents should we collect from her
