What actions can I take against the builder if he does not handover the flat on time?

We are land owner and gave DGPA to builder for construciton of apartments. He did not handover our share of flats to us yet and suddenly locked our flats while we are still in the discussion of the penalty payable as he delayed the handover..is that allowed as per Indian law??

Sir, generally DGPA is only for construction work depending on the terms and conditions mentioned in the DGPA for which you need to consult a lawyer.
