What can I do if a person has given a cheque with insufficient amount in his account?

I bought a row house and paid 225000 in February. The home was planned to be delivered till July August 2023. But dealer could not do it. Even, he could not put the property papers to bank for loan purpose. He gave a cheque to me got bounced. It's been more than 40 days. I asked to apply the check but he said to wait. As it was getting late, I filed a complaint in Police thana but they didn't do anything. I applied check again in the bank. I know he doesn't have balance in his account, it will be bounced again. I got to know he is a fraud. Please guide me before the cheque gets invalid.
