What can I do if the property owner refuses to register the property after agreement?

I have entered in a sale agreement (notary registered with entry number) with seller and paid full sale consideration written in agreement but buyer is denying to register the property. So if i file case how many chances are there to win it. Also he is not clearing his home loan.
